Re-organisation Effective 1 September 1997, MOE HQ was re-organised with changes in the appointment of Directors. Permanent Secretaries Office The two Permanent Secretaries (PS) continue to operate as one office. The PS chairs the Executive Committee (Exco); Directors Meeting; Thinking Schools, Learning Nation Committee; Budget Review Committee (BRC); Education Service Review Committee (ESRC); Appointments and Posting Committee (APC); National Education Committee (NEC); and the PS21 Committee (PS21). 2PS sits in all these committees and oversees all other matters that need not be referred to these committees. 2PS also chairs the Ministry Recommending Panel (MRP) overseeing ranking, appraisal and promotion recommendations for the Ministry. Policy Wing A new division, the Organisation Development Division, has been set up in the Policy Wing. The existing Planning Division handles all education policy matters of MOE. The Public Affairs and Higher Education Divisions remain under the Policy Wing, but their branches and some functions have been re-organised. Professional Wing Three new divisions have been set up under the Professional Wing headed by the DGE. These are the Training and Development, Education Programmes and Pupil Services Divisions. The Schools Division was re-positioned through streamlining of functions. There are no changes to the Research and Testing, Curriculum Planning and Development and Education Divisions. Services Wing The Personnel Recruitment and Development and Personnel Establishment and Training Divisions have been merged to form the Personnel Division. This Division now handles all personnel policies and matters pertaining to teaching and non-teaching staff previously under the purview of the two Divisions, with the exception of the Staff Training Branch and the WITs and Staff Suggestions Unit. Matters relating to Social Development (SD) activities are retained in the Personnel Division.
